Finally after many trial and error method I made it and it really looking cool though may not be as perfect as those photos I have seen on the google images. Still I am satisfied as this is my first doll gown and hat. And I made it without going through any pattern.

I am glad you like it :).
For the ruffles, 1round. 5chain loops,
2. 15 db croche in each loop,
3. (1db cr 1 ch)* repeat 15 times in each loop
4. (2dbcr 1ch)* repeat in each loop
5.i used pink for the border half db cr
Below one row of ruffle I did two rows of 9ch loops, then again one row of 5ch loop and repeat from 1 to 5
Similarly the third ruffle.
